Open source file manegement tool wanted

Does anybody know any easy to use flexible file management tool. Backend: I want to upload pdf´s and multimedia material profiled to the database and set the priviledges to those file while uploading. Frontend: Users can login and depending their rights they can see some of those files, download those, maybe make some changes and upload back. Does anybody have good idea which open source is the best for this. It should be apache php mysql ...

Well, "apache php mysql" means you're asking in the WRONG place ;-)

If you want to give Zope a spin, it'll do what you want and a lot more!

Try plain Zope, or maybe CMF, or Plone.
