Limit on size of uploads?

Is there a hard-code limit on uploads?
My empirical evidence suggests that it is around 3 Megs for an upload. If there is a limit I need it more around 10 mb. I am creating a high-bandwidth site and anytime I upload over that 3 mb figure problems occur.
Is this a browser issue or is there something I can squish?
